The Offshore Substation Lead Manager is an important role within the Offshore Renewables Business, focussing on the delivery of a scope of works within large-scale offshore wind projects in the UK, Europe and overseas.

Belonging to the Project Services team and reporting to the Execution Manager or Engineering Manager, the Lead OSS Manager will be responsible for the management of Transmission System Operator interface from an engineering and delivery perspective, including procurement and construction scopes, ensuring that the appropriate standards of engineering, construction, commissioning, quality, best practices and excellent H&SE performance are applied.

The individual will be working as part of the project team with activities focused on Germany with some activities in other countries. The position may require occasional travel to various locations in Europe and overseas and the individual should be capable of interacting with teams working at different project locations.

ACCOUNTABILITY STATEMENTS

  • Engineer for a scope of work within one of Iberdrola’s offshore wind projects, providing:
    • Engineering advice and recommendations regarding the interface managed,
    • If required, managing service of the scope under his responsibility as package manager (lead) following the standards and procedures,
    • Help the implementation of offshore standards, procedures, tools, best practices, and quality requirements,
    • Preparation of substantial packages for the execution phase including contracting onshore / offshore equipment, delivery companies, onshore facilities, consultants, H&SE and quality plans, etc., following the Department guidelines and with Departmental support
    • Interface with the multi-functional teams leading execution phase (onshore and offshore) whether in or out the company. Coordination with the project support in other areas like legal, commercial, financial, and technical.

All of the above to support the delivery of a scope of work within time, to budget and quality following industry best practice and observing the maximum respect for Health, Safety and the Environment to ensure regulatory and legal compliance.

  • Provide support to the packages in the management and monitoring of all interfaces across the project.

  • Support External Stakeholders and Project Management in the resolution of interface issues.
  • Provide oversight of the Transmission System Operator’s activities and engage with Transmission System Operator´s Offshore Substation development team to assess, manage and mitigate schedule and interface risks associated with the delivery of third party assets.
  • Provide advice on engineering solutions / risk levels and commercial agreements to the Execution manager and their team, to ensure that effective technical solutions are identified, fully evaluated and the risk profile is fully understood.

  • Ensure that all assessment, advice and recommendations are fully documented in accordance with all internal procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) exists to support those business decisions.
  • When reasonable, deliver consistent, high quality, cost effective advice in relation to the scope of work within the Grid Connection agreements and associated packages.
  • Ensure that health and safety and environmental requirements are fully considered and adhered to in all phases to ensure compliance with legislation and industry best practice.
  • Monitor and coordinate the free issue equipment programme including delivery, storage, installation and commissioning by 3rd parties, inspection, commissioning and handover; ensure appropriate HSQE standards are maintained and any schedule risks are identified and appropriately managed.

SKILLS, KNOWLEDGE & EXPERIENCE

  • A solid electrical background is desirable to properly discuss the division of responsibilities, definition and integration of free issue equipment and their procurement with the Transmission System Operator.
  • Educated to degree level in a relevant engineering discipline.
  • Good attitude towards working in teams involved in large projects in international environments.
  • Pro-active and diligent approach.
  • Good attitude towards dealing with health and safety and environmental legislation associated with construction, marine and offshore projects.
  • Sound relationship management skills and confidence working with senior colleagues.
  • Proven communication and interpersonal skills.
  • Excellent report writing, presentation skills and ability to summarize key parameters and drivers impacting the work scope.
  • Ability to work under pressure and to tight deadlines
  • Good planning and analysis skills with the ability to look forward and anticipate problems.

Will be valued positively:

 

  • Prior experience in managing interfaces in offshore projects, specifically in the Grid Connection part and with Grid Operators
  • Experience in the coordination of cross functional engineering tasks within an offshore wind project or electrical infrastructure projects.
  • Experience of designing and working in the offshore industry, preferably offshore wind in Germany.

MINIMUN CRITERIA

  • Fluent in English
  • Language skills (German)
  • Good communication and interpersonal skills.
  • Educated to Degree level in relevant engineering discipline.
  • Chartered Engineer or working towards equivalent professional status.
  • Experience in a relevant field (offshore wind preferable).
  • IT literate with the ability to operate MS Office systems and other IT based project management software.
  • Good working knowledge of health, safety and environmental legislation associated with offshore/marine construction projects.
