Manager - Joint Use Construction

Responsible for direction and management of Joint Use Construction Duties including pole attachments, joint ownership process, rates, contracts, compliance and regulatory matters.  Manages the performance of multiple internal and external construction resources with direct supervisory responsibility in support of distribution construction. Adapts departmental plans and priorities to address business and field construction challenges guided by policies, processes, procedures and the business plan.


Manages the Joint Use Construction process, most specifically, pole attachments, Joint Ownership including pole attachments, rates, forecasts, compliance and regulatory matters
•    Develop and maintain contractual relationships with Joint Use partners from telephone, cable, municipal/non-profit and competitive local exchange companies
•    Negotiate new/existing Joint Use agreements as required to meet changing business requirements and operating practices related to the cost sharing of poles, trench, duct and tree trimming and incorporate into the joint pole and underground agreements
•    Participates/assists in proceedings and working groups; investigates CT PURA complaints/inquiries, provides resolutions and supporting documentation as needed
•    Monitors FCC, PURA and other regulatory rulings, assess impacts and provide methodologies for compliance
•    Oversee pole make ready, transfer and pole removal in conjunction with Manager - Joint Use Engineering and other business areas to assure records are updated and billing occurs timely
•    Evaluates reporting, establishes metrics and provides direction to Joint Use staff on business priorities.
•    Collaborates with engineering and operating personnel to initiate and maintain procedures and standards affecting the joint use of poles, trench, duct and tree trimming.
•    Interpret provisions of the joint pole and underground agreements and provide guidance to OPCO personnel.
•    Evaluate and Monitor all Joint Use policy and procedures especially make-ready and licensing activity for compliance with CT PURA orders in conjunction with Joint Use Manger- Engineering
•    In coordination with the Senior Manager Regional Operations, develop goals, strategies and supporting initiatives for the management of Distribution Infrastructure
•    Forecast, plan, schedule, monitor, control budget/estimates, construction plans and material orders. Participate in the management of resource allocation including developing forecasts and plans to ensure adequate resources are available. 
•    Anticipates and interprets customer/stakeholder needs to identify and implement solutions.
•    Identify infrastructure, threats and opportunities, define & prioritize system wide solutions based on risk, value & implementation complexity
•    Presents complex ideas, anticipates potential objections & persuades others to adopt a different point of view

Functional/Job/Business Specific Competencies:
•    5+ years Supervisory/Management experience preferred
•    Experience with SAP software including back office, material processing
and work management modules.
•    Experience with computers (Work Management Systems, MS Office suite, Visio, etc.).

Education & Experience Required:

Requires a bachelor's degree from an accredited college/university in Electrical Engineering or related discipline, 8 years of related work experience. 
Alternative, Associates Degree and 10 years of work related experience in utility pole line construction

Salary- 97k-134k/annual range

Avangrid employees may be assigned a system emergency role and in the event of a system emergency, may be required to work outside of their regular schedule/job duties. This is applicable to employees that will work in Connecticut, Maine, Massachusetts, and New York within AVANGRD Network and Corporate functions.  This does not include those that will work for Avangrid Renewables
